Scotland's great vote for unity Scotland has spoken, and with the No campaign's 10 point margin of victory, it has decisively rejected independence.
This is a proud day for pro Union Scots, who refused to be bullied by the nationalists, and for the United Kingdom. England breathes easier: Scottish independence was a move that the great majority of English people neither wanted nor had any say in. Yet the result also opens up a Pandora's box of difficult questions, not just for a Scotland left divided but for the rest of the UK too. The case for devolution within England is now unanswerable but what form that should take remains an open question. And in the debate now beginning, London can and should demand far greater powers. The whole of British politics will feel the reverberations of this vote. In Scotland, while Mr Salmond has suffered a personal rebuff, the nationalists have in truth not done so badly. Many within the Yes campaign privately believed victory was impossible until the polls began to narrow a few weeks ago. Mr Salmond's original goal at this stage in his long war was to achieve "devo max" powers, with the Scottish Parliament gaining control over taxation and other issues. With the Westminster leaders' panicked granting of those powers in the last two weeks of campaigning, that goal is now within his grasp. That David Cameron promised such powers so quickly, in such haphazard fashion, amounts to a failure of leadership. His ripping up of the constitution will enrage many in his own party and beyond. He could have worked up proper, measured devolution proposals months or years ago. As it was, his response to the one major poll giving the Yes campaign victory was to agree immediately to the expansive devolution promises, on a breakneck timetable, promised without any prior discussion by former PM Gordon Brown. Today the PM has added this impression of making policy on the hoof, with a padora bracelet speech promising a major new devolution settlement in England, Wales and Northern Ireland: William Hague has reportedly complained that the PM's promise of "English votes on English laws" was not discussed in Cabinet. The PM today promised a "decisive answer" to the "West Lothian Question" why MPs from a Scotland with devolved powers should have the right to vote in Westminster on English affairs. For the moment, we can be heartily glad for the good sense and courage of the Scots. But the battle for England's and London's rights is only just beginning.
